Sample Development in China: What a Good Sample Programme Actually Delivers

A sample is not proof that a factory can make your garment; it is proof that the factory can make one. What makes a sample programme valuable is that each round answers a question the previous one could not, and that each approval leaves a document behind. Brands that treat sampling as a single event pay for it twice: once for the sample and again for the correction in bulk.

What are the four sample types?

Development, fit, size set and pre-production.

Each type exists to answer one question, and running them out of order means paying for an answer you already needed earlier.

SampleQuestion it answersWhat it produces
DevelopmentIs the idea buildable as described?First construction review
FitDoes the block work on a body?Approved measurements
Size setDoes the grading hold across sizes?Measured size record
Pre-productionCan the line reproduce the approved garment?Bulk standard

The sequence matters because each stage narrows what remains open. A development sample settled on fit questions and a fit sample settled on construction questions both produce a garment that passes one test and fails another, and the correction is then discovered at the pre-production stage, which is the most expensive place to find it. Asking what each round is intended to settle, before it is commissioned, is the cheapest control available.

What does the development sample establish?

Whether the construction is buildable as specified.

This round tests the seam plan, the component placement and the decoration positions, using a fabric close to the intended one.

Its purpose is to surface the contradictions in a specification before anyone spends time on fit, so the output should be a list of construction questions rather than an approval. Where the garment is a new category for the factory, this round also establishes that the machinery and the operators can handle the construction at all, which is worth knowing before the pattern is developed. Ask what the factory changed in order to build the sample, because those changes are the beginning of the specification and should be captured in writing rather than remembered.

Cost discipline at this stage means resisting the temptation to perfect the garment. A development sample that is ninety per cent right confirms the construction and moves the programme forward; one that is asked to be perfect before the fit stage begins can consume two rounds solving problems that the next stage would have answered anyway.

What does the fit sample lock?

The block and the measurements.

The fit sample is the first garment made in the production fabric, and its purpose is to settle the measurements that will be written into the chart.

Because the fabric affects how a block behaves, this stage should use the quality you intend to sell, or the approval means less than it appears to. Wear the sample under the conditions the customer will experience, note where it needs adjusting, and have the measurements recorded rather than described. Where the fit needs a change, alter one measurement at a time so the effect is visible; changing several at once produces a block that is difficult to correct in the next round. The output is a measurement chart with tolerances, which is the document the factory will produce against.

It is also worth deciding at this stage which measurements are critical and which are secondary, because that decision determines the tolerances. A rise or a chest measurement that carries the fit deserves a tight tolerance, while a hem or a seam that the customer will not notice can carry a wider one. Setting both to the same figure either makes the garment impossible to produce or leaves the important dimensions loose.

Why is the size set the most valuable round?

Because it catches the errors that affect the whole range.

A size set is one garment per size, measured against the chart, and it reveals grading faults that a single sample cannot show.

It is also the round buyers most often cut, on the reasoning that one approved sample is enough. That reasoning holds only if the block grades perfectly, which is exactly what a size set is used to confirm. Measuring every size reveals whether the increments are consistent or whether the block fits at the middle and drifts at the extremes, and the values recorded at this stage become the size chart customers use. Ask for the measured values rather than a statement that the sizes were checked, and keep the record with the approved sample.

What does the pre-production sample prove?

That the production line can reproduce the approved garment.

The PP sample is built with production fabric, production trims and production methods, and approving it means approving what the line will actually do.

That makes it the gate where the remaining specification questions should be closed, including the trims, the labels and the packing. Ask for it to be produced after the trims and labels are confirmed rather than before, because a PP sample built with interim components does not confirm anything about the order that will ship. Keep the approved PP sample as the bulk standard and record the date of approval, since it is the reference used if a later batch is questioned.

How should sampling cost and credit work?

Ask for a price per round and what is credited.

Most factories charge per sample and per round, and many credit part or all of it against a subsequent bulk order, which changes the economics of a first programme.

Two questions make this concrete. What is charged for the sample, the size set and any pattern work, and is any of it credited if you proceed? The answers describe what the factory expects the relationship to become, and they belong in writing before sampling begins. Where the size set is charged separately, it is worth asking whether it can be combined with the fit round, since a factory that can produce both from one setup may be able to price them together. On a first order, that conversation is often worth more than a discount on the garment.

How can sample lead time be compressed?

By fixing the fabric and the trims first.

Most sampling delays come from decisions that were still open when the round started, particularly the fabric, the trims and the decoration method.

Where those are settled before the fit sample is commissioned, the round can proceed without waiting for a component to arrive. Ask the factory which inputs it needs confirmed before each stage and which ones it can proceed without, then close them in that order. Where a decision genuinely cannot be made early, such as a decoration method that depends on the artwork, ask whether the round can be split so that the construction and fit are tested first. Compressing sampling is less about pressing the factory than about removing the reasons it has to wait.

What documentation should approval produce?

Five documents, one per round.

Each turns a decision into an instruction the factory can produce against, and the most valuable is the measurement chart, because it converts an impression into a number the brand can both produce to and publish.

  • The measurement chart with tolerances, produced from the fit round.
  • The measured values for every size from the size set.
  • A construction specification reflecting what was actually built.
  • Fabric, trim and label confirmations with supplier references.
  • The approved sample, retained unworn as the production reference.

Each document prevents a different conversation later. Ask who holds each document and request copies in editable formats, since a specification that exists only in a supplier’s file system is not one the brand controls.

Which sampling failures are most common?

Three failures, one cause.

Those three account for most of the rework in a development programme, and each has a direct cost in time rather than a subtle one in quality.

Approving by impression means no written standard exists, so the bulk order is measured against memory. Changing two variables at once means the effect of each change is invisible, and the next round becomes a guess. Skipping the size set means the grading is unverified until the goods are sewn. All three are avoided by the same discipline: one question per round, one change at a time, and a document produced at each stage. Ask the factory how it would sequence the rounds for your garment, and compare its answer with that discipline.

How should a sample programme be planned?

As a schedule with named decisions at each stage.

A workable plan names the rounds, the decision each one produces, the inputs required and the date by which the inputs must be confirmed.

That structure allows the factory to start a round as soon as its inputs are ready rather than waiting for a single approval meeting, which is often where a fortnight disappears. Keep the plan alongside the specification, and update it when a decision moves, so the schedule reflects the work rather than the original estimate. Where a brand has several styles in development, running them through the same rounds in parallel usually costs less than developing them one after another, because the fabric and trim confirmations can be shared.

FAQ

Where can I get clothing samples made?

From a manufacturer that develops patterns in-house and can describe its sampling stages. Ask what each round is intended to prove, which inputs must be confirmed before it starts, and what is charged for the sample, the size set and any pattern work.

How much does apparel sampling cost in China?

Charges are usually per sample and per round, with the size set sometimes quoted separately, and many factories credit part or all of the cost against a bulk order. Ask for the figure in writing before the first round and confirm what triggers an additional charge.

How many sample rounds does a garment need?

Typically three or four: a development sample to confirm the construction, a fit sample to settle the block, a size set to verify the grading and a pre-production sample to confirm the line. Fewer rounds are possible where the reference garment and the fabric are already settled.

What should I check before approving a pre-production sample?

Measure it against the approved chart, confirm the trims, labels and packing are the ones that will ship, and check the decoration against the approved method. Record the approval date and retain the sample, because it becomes the standard for the bulk order and any later comparison.
